Use Nook Mile Tickets to hunt for her
One of the main ways to find new villagers, including Ankha, is to use Nook Mile Tickets (NMT) to visit Mystery Islands. NMT can be purchased from the Nook Stop in Resident Services for 2,000 Nook Miles each. Using NMT, you have a small chance of encountering Ankha on one of the islands. Make sure to thoroughly check each island you visit as villagers can be hiding in the back areas. It may take many tickets, but with patience you have a good chance of finding her this way.
Make sure your island has an open plot available before using NMT to look for Ankha. Villagers won't move to a full island. You can get an empty plot by either waiting for a natural move out or forcing another villager out using other methods.
Trade with other players for her
Another popular way to get specific villagers is by trading with other Animal Crossing players. Head over to trading communities online, like Reddit's ACTrade, and look for players who have Ankha in boxes. "Boxes" means they are in the process of moving out and can be adopted by another player. Amiibo coin method
If you have access to the amiibo coins or cards for Ankha, that provides a sure-fire way to get her to your island. Using amiibo functionality in the game allows you to scan a character's amiibo to eventually invite them to live on your island. It takes a few days of continuous scanning and completing small tasks for them, but it guaranteed that Ankha will ask to move to your town.
This method requires purchasing an Ankha amiibo, if you don't already have it. Her card can sometimes be more difficult to find compared to other villagers. But amiibo provides total control over who moves in, at the cost of real money for the collectible item.
